I had the same problem with a VPS a while back. If I remember right the way I fixed it was going into the windows settings and messing with the administrator permissions. I hope this helps.
Why not just download another mt4. Then try to add the file and see the results if after all effort the file doesn't respond that obvious there is glitch in the file not about installing it.
Yes you need to reinstall or at least update your Metatrader software
I used to use this CSM indicator and it was not suitable for my technique, because I was often late to enter the market, the price had moved far away CSM had just issued a signal entry so I was floating minus a lot.
