when an egulfing candle is formed, we can enter buy or sell orders.

my understanding is like that.
In various trading tutorials, there are those that reveal if a 2 candle formation can still be said to be Bullish Engulfing, even though the bearish candle axis is not ‘consumed’ by a bullish candle. This example is shown in figure (1) below. Meanwhile, there are also those who argue if the bullish candle determines it does not need to be created immediately after the appearance of a bearish candle.

In what time frame we can use this method ?

Is this not too risky if we use on small time frame ? How about fake engulfing ?

a small time frame, you can change the strategy that you normally do.
for example you are trending long time, with a small frame you can change the strategy with scalping techniques

Form of Engulfing Candle Pattern

The engulfing candle pattern consists of 2 candlestick bars where the last bar is 'swallowed' (engulf) the previous bar with a longer body candle. This engulfing pattern will be more valid if it has a short tail or no tail, because the long tail reflects the uncertainty of the direction of price movements or the tendency to consolidate. Usually traders determine the validity of this pattern with the bar's length that "swallows" no more than 20% -25% of the total body candle length.

In a trending market, this pattern implies a trend reversal, because it shows a strong shift in momentum from sell to buy in a downtrend, or from buy to sell in an uptrend. The stronger the trend, the higher the probability. In addition, this pattern will be more accurate at a higher time frame.
for those who already understand and often analyze using a candlestick I think it fits. but for those who don't necessarily have to study.
