It seems to me that people getting updates from telegram would defeat the purpose of having a forum. People would not come here to check. Also, the results are usually posted at the top of the forum so everyone to see and also on Twitter. This is in addition to email alerts from the forum.

The purpose of the notification is to increase Forum users, 
I've been working on telegram and twitter for a long time, most of all projects do promotions, on the forex.zone forum I noticed a lot of bonuses, which can improve the forum,
It's just lacking in promoting it to the public,

I appreciate the suggestion, but there are many services that could be used for promotion like Facebook, Instagram, and so on. I am more interested in natural growth actually. I mean members who sign up because they would want to sign up anyways because they are interested in Forex/Crypto. Having a ton of members who are dormant or sign up just to get something fast does no good. As you mentioned, there are contests/promotions to attract people. I think the rest is up to members using the referral program and/or natural growth.
