in my opinion it is not unique, paperstone is a regulated broker so it has general regulations and service features like that.

Waiting until you're fully prepared demonstrates maturity in risk management. While you're preparing your funds, you can still use the time to learn, hone your strategy, or try out a demo account so that when you actually join the broker, you'll be much more prepared.
