That's right, a $10 deposit can trade with a 1% risk, but a standard account can't use a 1% risk with $10 USD funds.

In theory, you could apply a 1% risk with $10 capital, meaning you'd only risk $0.10 per trade. However, in practice, this isn't feasible on a standard account, as the minimum lot size is too large.
